Established in April, 1986 as a premiere fine arts and design service studio, VISUAL PHENOMENA FINE ART and DESIGN is registered in the Commonwealth of Pennsylvania and located in the SW suburbs of metropolitan Philadelphia. As the former Administrator of Cultural & Heritage Affairs for Atlantic County Government, Jeffrey W. Pergament established the Atlantic County 1% Fine Arts Inclusion Program and was honored by the NJ State Association of Counties for his public service in the advancement of the arts. This site presents the completed works of Jeffrey Pergament and an opportunity to embrace contemporary aesthetics in a novel medium - via the Internet and the World Wide Web.
